Civil Service

The Civil Service Director serves as the secretary to the Civil Service Commission and as chief examiner of tests.
Key functions include but are not limited to:
1. Coordinates Civil Service Commission Meetings and Appeal Hearings
2.  Coordinates all Entrance Exams for Beginning Positions and Promotional Written Examinations
3.  Process Public Information Requests
4.  Acts as records custodian as provided by Chapter 143

MINIMUM REQUIREMENTS
  1. Be at least eighteen (18) years of age but not thirty-six (36) years of age or older.
  2. Must be able to read, write, and speak English language fluently.
  3. Provide a personal history statement as part of application process.
  4. Military Service Credit of five points will be added to a passing score of 70% or better if documented DD214 shows a minimum of 180 total days of active military service at the time of application and received by the specified application deadline.
  5. Must have a valid Driver License and satisfactory driving record.
  6. Be a citizen of the United States by birth or naturalization.
  7. Be a graduate of an accredited high school or have an equivalency certificate.
  8. Birth Certificate
  9. Social Security Card
  10. Be able to satisfy all legal requirements imposed by the Texas Commission on Fire Protection for Fire Fighters prior to appointment to beginning position.

REQUIREMENTS PRIOR TO APPOINTMENT TO A BEGINNING POSITION

  1. Be of good moral character.
    1. A record of a felony conviction from a state or federal court is sufficient to disqualify the applicant.
    2. A record of criminal conviction from a state or federal court involving a crime of moral turpitude is sufficient to disqualify the applicant.
    3. A record of misdemeanor conviction from a state or federal court may be sufficient to disqualify an applicant.
    4. A record of any arrests by state or federal authorities, even if such arrest did not result in a conviction may be sufficient to disqualify an applicant.

After successful completion of the Civil Service Examination, applicants are processed in the following manner:

  • Successfully complete the physical agility examination as prescribed by the Fire Department and approved by the Commission, demonstrating the applicant is physically capable of performing the essential job functions for the position of Fire Fighter.
  • Successfully pass thorough background investigation.
  • Successfully pass oral interview.
  • Successfully complete mental/physiological examination and medical/physical examination.

Applicants disqualified under any of the foregoing provisions does not have a right to appeal to the Commission; the Fire Chief or the City Manager’s decision shall be final. All positions are filled through a process of written examinations and physical agility tests as prescribed by Chapter 143 of the Local Government Code. Weslaco Firefighters are hired from an eligibility list of the names of individuals who have successfully passed a Civil Service Firefighter Entry-Level Examination.
This list is valid for 12 months or until exhausted.

MINIMUM QUALIFICATIONS TO TEST

  1. Be at least eighteen (18) years of age; If applicant is between 18 and 20 years of age, he/she must receive an associate degree or have 60 semester hours credit from an accredited college or university.
  2. Must be able to read, write, and speak English language fluently.
  3. Must be able to meet all legal requirements necessary to become eligible for future licensing by the Texas Commission on Law Enforcement (TCOLE).

REQUIREMENTS PRIOR TO APPOINTMENT TO A BEGINNING POSITION

  1. Be a graduate of an accredited high school or have an equivalency certificate (GED).
  2. Must have a valid Texas Driver License and satisfactory driving record.
  3. Must have Social Security Card
  4. Applicants who possess a valid certification from the Texas Commission on Law Enforcement (TCOLE) may be given preference regardless of their position on the eligibility list upon providing evidence of such certification.
  5. Military Service Credit of five points will be added to a passing score of 70% or better if documented DD214 shows a minimum of 180 total days of active military service at the time of application and received by the specified application deadline. Any discharge other than honorable discharge will not be accepted.
  6. Complete personal history statement at a time designated by the Department Head. Failure to return this form at the prescribed time shall constitute reason for removal from the eligibility test.
  7. Be of good moral character.
